If you don't want to drive all over town looking for a digital converter box, you can shop from home by phone. I've found two stores that will take your order over the phone and process your coupon.
I found you have to navigate through the system to get a real person and I was on hold for a while, but its worth the wait for FREE SHIPPING! Make sure you have your coupon card in hand when you make the call. Their converter box sells for $59.95... that's about $25.00 after you redeem your coupon and add taxes.

Best Buy also takes phone orders and allows you to redeem your coupon over the phone. Their box lists for $59.95... with the coupon and tax that's about $25.00 but Best Buy charges about $8.00 for shipping. When I called today the operator told me they are temporarily out of stock and would not take my order. I'll check back in a few days.
I also called Circuit City and H.H. Gregg, neither of which will sell a converter box over the phone. If you find anyone else who does, let me know.

If you have a handheld tv (we use ours when the power is out), will it no longer work next year?

Why isn't the $40 coupon refundable after returning a defective converter box? How are consumers supposed to use government issued credit with no refund policy in place? The stores will return only the amount paid; they will not return the $40 coupon or equivalent.
